Any player who was in good standing, could place a bounty, and any player who has a bounty on them would have a cooldown period of X number of weeks before they could have another bounty placed on them. What would be even more interesting is if players could put bounties on other players via the DB. you make a kill that is absolutely insane to complete, and do it without being spotted or caught, your reward is just as grand. That being said, the rewards gained from completing DB missions should be just as inviting, e.g. This way, being a DB member is actually a risk, and not just another faction. Moreover, if you are found to be a rep of the dark brotherhood, then a bounty should be placed on your head which is a percentage of all your gold, rather than a flat rate. you have to find ways to kill people in full view of guards without being caught.

If the dark brotherhood is brought into the game, i want the moral system behind it to REALLY matter.
